Jude Bellingham, who won the UEFA Champions League with Real Madrid, finished second, while Bukayo Saka, the previous two-time winner, completed the top three.
Palmer delivered an outstanding season for Chelsea following his move from Manchester City and played a key role in England’s run to the Euro 2024 final in Germany.
Since joining Chelsea last summer, Palmer scored 25 goals in all competitions.
He made his England debut in November 2023, during a 2-0 win against Malta at Wembley, and went on to represent his country in the European Championship in Germany.
